Mr Chang Choong Hoe obtained his LL.B. (Hons.) degree from the University of Malaya in year 2001 and was admitted to the Malaysian Bar in year 2002. After which, he practiced in Kuala Lumpur, first with M/s Christina Chia Ng & Partners and thereafter with M/s Shook Lin & Bok from 2004 until 2006. Subsequently, he joined M/s Wong-Chooi & Mohd Nor and was admitted as a Partner and in year 2009 he joined our firm as a Partner.

In conveyancing practice, Choong Hoe is knowledgeable in cases involving developer sale, sub-sale and corporate financing and he is familiar with loan documentation involving local and foreign banks such as Malayan Banking Berhad, Public Bank Berhad, RHB Bank Berhad, CIMB Bank Berhad, Hong Leong Bank Berhad, Ambank (M) Berhad, Affin Bank Berhad, Alliance Bank Malaysia Berhad, United Overseas (Malaysia) Berhad, and the former Citibank Berhad, including their Islamic Bank counterpart.

Choong Hoe is also well versed in the drafting of commercial and business agreements, joint venture agreements, wills, tenancy agreements and other legal documents.

Choong Hoe is also very experienced and proficient in banking law. Throughout his practice since 2002 until now, he specialized in banking litigation where he had handled very complicated cases of different natures and issues, involving various financial institutions and Danaharta.

Choong Hoe has maintained a very good relationship with his clients especially the banks and financial institutions due to his commitment and ability to deliver up to their high expectations particularly in the recovery process from the initial stage of issuing demand notices up until the conclusion of civil, foreclosure and/or execution actions. He has handled hundreds of cases for clients such as RHB Bank Berhad, Public Bank Berhad, Hong Leong Bank Berhad, Malayan Banking Berhad, Affin Bank Berhad, former EON Bank Berhad and Orix Leasing Malaysia Berhad, including their Islamic Bank counterparts.

With his knowledge, skill and experience in banking law and procedural law, Choong Hoe was also entrusted to handle various highly contested matters in relation to recovery of retail and corporate loans and/or in defending claims and injunction applications against the banks, both in the High Court and Court of Appeal level. The cases that he has handled involved loan sums exceeding millions of Ringgit. Among the more complicated and contested ones are the multiple legal suits in court against the Masyhur Group of Companies by Public Bank Berhad where the total loan sum involved is more than Ringgit Malaysia Thirteen Million.

Choong Hoe’s other areas of expertise are in litigation matters involving hire purchase law, commercial law, property law, debt recovery for goods sold and delivered and services rendered, tenancy disputes, probate cases and other civil matters.
